Osbournes unaware of 17m tax debt at end of last year
In October 2013 Soweto's finance minister said the tax burden on private companies would not be increased but only the tax rate for individuals would be fixed. The government also did not consider raising personal income tax (EITC) if the budget was balanced this year, a position it adopted later that month.
"I am not prepared to accept the government saying it has a budget. It is not a budget," said Soweto assemblyman James O'Toole.
The finance ministry refused to elaborate on its own estimate or any specific figures. Soweto and other South Africa cities will have to come up with an annual budget by November, the ministry said, adding the cost of maintaining a fiscal deficit was already known.
The budget for 2013-2014 will come on April 7, 2014, the day Soweto, which is a federal jurisdiction, returns from a three-year absence of fiscal years.
The current plan is for the fiscal deficit to have been in the double digits for the third year in a row and a "very low" 4% growth in growth next year “ two-thirds of GDP “ would help reduce the government deficit.
However, critics say the figures are inadequate for determining how much government will need to be spending, especially when the economy has seen an upturn this year.
The government is on track to run a current account deficit this year of $5bn, and the shortfall of only $10bn for the first three months of next year.
Some of that money could be used to offset a forecast loss on investments on the national property market “ one of the chief risks facing the economy.
That could force the government to cut public spending “ including education, health, the welfare system and pensions “ to keep up with demand.
South Africa has recently announced it will stop paying interest on bonds until June 30.
Some analysts see the possibility that bondholders could demand compensation by writing down debt, which could push down the rate on government debt.

Croquet club celebrates 80 years

There's nothing quite as satisfying as being a member of the Royal College of Surgeons. The club meets at 7am every morning for sessions in which, according to its website, the club "engages members in all aspects of all aspects of the Surgeon-General's service to the public".
That's the stuff of legends. So we've collected some of the most memorable sessions between 1891 and 2010. Here they are, sorted by year. Enjoy.
9. February 17, 2001
The Royal College of Surgeons held its annual symposium on medical science, but there was one significant catch. There was no room for them to debate the merits of the Royal College of Surgeons in the aftermath of the 9/11 attacks.

David Cameron and other British politicians, such as Nick Clegg, spent hours at the symposium, and in fact were invited to attend the luncheon hosted by the Royal College of Surgeons in Westminster. However, he went in as chairman of Cameron's health department and made no public appearance “ to say the least.
The night before, the British politician, the former Labour leader David Blunkett, had just finished his first term as an MP “ but he was in the US where he had just finished a very public appearance where he praised Saudi Arabia's execution of prisoners “ apparently in part “ for their use of their prisons to house terror suspects. Blunkett had made clear at the time that he would attend the luncheon, which he planned to introduce to the British public. "I don't expect I'll be the only one to attend," he said then.
There were no cameras at his speech and he didn't even turn to leave the venue. He later joked that it was only after some time he was convinced of the value of his presence “ and that he had forgotten what the event had been about and that the members of the Royal College of Surgeons wouldn't really know what had happened.

What is Diabetes Type 2 Diabetes Type 2 has three distinct types and is diagnosed by a blood test and a urine test. Each requires blood tests for insulin levels. Insulin levels are typically measured when someone's blood sugar rises more than 4% above normal. In Type 2 diabetes, a person's body has developed an "auto-immune response" to insulin. This is when cells in the pancreas (the tissue which makes insulin) do not recognize insulin as the same molecule they do normally “ they respond to insulin as being a more toxic one. It is thought the reaction develops in response to insulin levels above the normal range, which results in the body trying to fight it off through insulin resistance. However, in Type 2 diabetes, there are several mechanisms which make the situation worse. People with Type 2 diabetes have more insulin resistance that the normal population “ it's a result of the auto-immune response but not in itself. It can lead to an extreme amount of insulin in the blood “ as high as 400 mg per kilogram body weight. It is very often the cause of complications. When is Diabetes Type 2 Diagnosed? Diabetes Type 2 usually starts to develop gradually, with milder cases typically lasting 3-12 months. It will then develop into full-blown diabetes as the body's response to insulin increases. As an example: a normal person starts eating normally 2-6 months before they develop Type 2 diabetes and the normal person has a blood glucose of less than 140 mg per kilogram body weight. However, after 10 months of eating this level, the normal person's blood glucose is still higher than the threshold for Type 2 diabetes. Type 2 diabetes usually has different treatment options depending on which symptoms the individual with diabetes has. What is Diabetes Type 1? Diabetes Type 1 is characterized by a combination of these three symptoms: Inability to lose weight “ this is sometimes referred to as weight loss syndrome. Some people may also have difficulty with appetite regulation and insulin sensitivity. In these cases, there could be other medical complications that cause the person to have to restrict their diet. Cravings “ a person with diabetes who doesn't eat enough often experience weight gain which is often accompanied by craving and a need for more food. Although this may sometimes occur, it is normal for someone with diabetes to eat to the limit.
